About the Project

Project Overview

This project seeks to create an interactive game that simulates key decisions involved in building a greenway, such as cost management, community impact, and timeline progress. The game will feature:

  • A decision-making interface with multiple paths and outcomes.

  • A "health bar" tracking costs, impact, and progress.

  • Informative help graphics to explain key concepts.

  • Accessibility features meeting the latest WCAG guidelines.

  • Language translation options for at least two additional languages.

The game must be delivered as a web-based platform, fully responsive across devices, with an intuitive, minimalist, and interactive design that adheres to our brand style guide.

Scope of Work

We are seeking a developer or development team who can:

  • Collaborate closely with Bayleaf Consulting, which will act as the primary Project Manager.

  • Build a web-based game with a clean, responsive design.

  • Integrate dynamic features such as scoring bars and decision tracking.

  • Ensure the game meets WCAG 2.1 accessibility guidelines.

  • Include functionality for language translation in at least two additional languages.

  • Provide ongoing maintenance and support post-launch for a determined period.

Proposed Timeline

  • RFP Release: March 3, 2025

  • Deadline for Final Proposal Submission: March 24, 2025, at 11:59 PM CST*

  • Applicant Shortlist Notifications: March 28, 2025

  • Applicant Interviews Begin: March 31, 2025

  • Contract Awarded & Project Kickoff: April 2025

  • Beta Launch: June-July 2025

  • Project Complete: August 2025

Submission Process

Can I submit multiple proposals?
No, each applicant may submit only one proposal. However, you may revise your proposal before the deadline if necessary.

Can I build my team and apply as a group?
Yes! You’ll need to be a registered business entity with Professional Liability insurance, but you don’t need to be an agency to apply. Contact us if you have questions about this.

Accessibility & Inclusivity

What are the accessibility requirements for this game?
The final game must comply with the most current accessibility guidelines (WCAG 2.1 or later) and offer language translation in at least two additional languages beyond English.

What if I need more time to apply due to accessibility needs?

Evaluation & Selection

How will proposals be evaluated?
Proposals will be evaluated based on the following criteria:

  • Relevant Experience (25%) – Demonstrated experience in web-based game development, accessibility, and public engagement.

  • Approach & Understanding (25%) – Clear, thoughtful project approach and understanding of the project goals.

  • Collaboration (20%) – Ability to work effectively with Bayleaf Consulting as a Project Manager.

  • Budget & Feasibility (20%) – Realistic budget and timeline aligned with project scope.

  • Creativity & Innovation (10%) – Unique ideas for delivering an engaging, educational experience.

Will there be interviews?
Yes, shortlisted applicants will be invited to participate in a virtual interview. We’ll notify selected applicants by April 4, 2025.

Will I be notified if I’m not selected?
Yes, all applicants will be notified of their status in the selection process.

Technical Requirements

What platforms and devices should the game support?
The game should be web-based and optimized for both desktop and mobile devices (responsive design). It must run smoothly on common browsers (Chrome, Firefox, Safari, Edge).

Are there any preferred technologies?
We are open to various technologies, but preference will be given to solutions that are scalable, secure, and easy to maintain.

Do you have an example of the type of game you’d like built?
